CPA: Trincomalee HSZ violates international law

Asserting that “sustainable solutions are required to reduce tension, discrimination and deprivation of communities,” the Center for Policy Alternatives (CPA), a Colombo-based political, humanitarian think-tank, in a report on the current status of issues related to land in Trincomalee, said that, “[u]nfortunately, the various policies adopted by the authorities have had the opposite effect.” Noting that 7,338 people will lose their homes due the ‘reduced’ High Security Zone (HSZ), the report said, “a serious review needs to be taken of the necessity of incorporating such a large extent of land into the HSZ.”

The CPA undertook a visit to areas in Trincomalee including newly resettled areas in May 2008 to examine the question of the High Security Zone (HSZ) and other related land issues. The report, authored by Bhavani Fonseka and Mirak Raheem, details CPA’s findings, and was released last month.

Pointing out the importance of land and property, as the means of generating a livelihood, and also as an indicator of one’s status and wealth, the report said, the land continues to be “intrinsically linked to ethnic conflict,” and has been historically impacted by Sri Lanka Governments’ “land colonization schemes such as Galoya and Mahaweli schemes, arbitrary seizure of land, and the eviction of residents such as the Muslims by the LTTE in the 1990.”
“Principles of good governance, such as subsidiarity, participation, transparency, and accountability” are lacking in many cases, the report said, adding, “this has led to mismanagement, duplication, delays and corruption.

“The 13th amendment to the constitution provides that land be devolved to the Provincial Councils, but state land and land policy remains centralized,” the report pointed out.

“Our armed forces have captured Sampur for the welfare and benefit of the people living there,” the reported quoted Sri Lanka’s President Rajapakse as saying after the capture of Sampur in September 2006. “Over the successive months, however, the displaced people from areas in and bordering Sampur were not allowed to resettle on account of security claims including that the land needed mining,” the report noted.

The establishment of HSZ is a violation of international humanitarian law, the report said, adding, “IDPs have the right to voluntary return to their land in safety and dignity. International law further provides that no person be subjected to arbitrary and unlawful interference with his privacy, family and home.”

The report concluded with a set of recommendations, including the need to “ensure that as many people as possible can return to their original lands and property,” and that “the HSZ should be time specific and tied to the continuation of the conflict, which would allow people to retain their property so they could reclaim it when the war ends.”

Sea Tigers raid key SLN camp in Mannaar

Liberation Tigers of Tamileelam (LTTE) naval wing, the Sea Tigers, launched a surprise attack on Sri Lanka Navy camp at Erukkalampiddi in Mannaar in the early hours of Wednesday, brought the installation under their control and have seized the arms and military equipments, including a radar, LTTE officials in Vanni told TamilNet. The operation was carried out by Marine Commandos, a special forces unit of the Sea Tigers. The Tigers have seized a 50-caliber machine gun, 81 mm mortars, Light Machine Guns, Rocket Launchers and several other military hardware from the camp, the Tigers said.

The Sea Tiger Marines of Lt. Col. Cheran unit launched the seaborne lightning strike at 2:08 a.m. Wednesday and brought the entire installation under their full control within 10 minutes, according to the LTTE officials. Commander Viduthalai led the Commandos while Commander Ilanko led the sea mission including counter-attacks on Sri Lanka Navy vessels dispatched from Thalaimannaar SLN Command.

One 50 caliber machine gun, one 50 caliber barrel, two 81 mm mortars, one PK-LMG, one Rocket Propelled Grenade Launchers (RPG), one Light Anti-tank Weapon (LAW), one 60 mm mortar, one AK-LMG, one T-56 assault rifle, one radar equipment, two-hundred-and-three 81 mm shells, sixty-five 60 mm mortar shells, four RPG propellers, six RPG shells, three kit-bags, 1,195 50 caliber rounds, 5,870 T-56 rounds and several other ammunitions and military accessories were seized by the Sea Tigers.

The Tiger commandos were in full control of the SLN installation for almost two hours and destroyed the camp at 3:45 a.m., before leaving the Mannaar island at 3:50 a.m., the Tigers said.

Five Tiger commandos were killed in action.

Sea Tiger commandos had verified that 9 Sri Lankan troopers were killed in action. One of the Sri Lankan troopers, seriously wounded, succumbed to his injuries later, according to Tigers. Many of the soldiers stationed at the camp belonged to Gajaba Regiment.

At the end, when the Sea Tiger commandos destroyed a power generator, which was supplying electricity to the camp.

Sea Tigers attributed the mission to the memory of Lt. Col. Kadaafi, a commander of the Sea Tigers Special Engineering Division, who was killed two months ago.

LTTE officials supplied photos taken during their mission to reporters who went to cover the display of the arms and ammunition that were seized during their mission.

Erukkalampiddi is located 7 km northwest of Mannaar city and 8 km southeast of Peasaalai, in the island of Mannaar.

Commonwealth Leaders issue Statement on Reform of International Institutions

The Commonwealth Heads of State who met in London over the last two days to discuss the reform of international institutions such as the World Bank and the International Monetary Fund issued a 15 point statement outlining the essence of their deliberations and positions taken thereafter.

The full statement is as follows:

Commonwealth Heads of Government, representing one third of humanity and more
than one quarter of the world’s sovereign governments, collectively expressed the concern of our 53 member states at Kampala in November 2007 that the current architecture of international institutions no longer responds adequately to the challenges of the 21st  Century.

2. Since then, the world has witnessed continued financial turbulence, and record levels
of prices for food and fuel. These challenges have further illustrated the fundamental
weaknesses of a number of today’s international organisations that are charged with
promoting economic stability and sustainable development. Such institutions do not have
adequate capacity, governance structures, or in-built responsiveness either to anticipate or to address global needs in a timely fashion. In some cases, such as energy and the
environment, there is an absence of institutions with the mandate to deal globally with these issues of global public policy.

3. We have therefore met as a representative Group of Commonwealth leaders1 to
identify underlying principles and the actions that should be taken, as a global priority, to
achieve reform of international institutions and lead to new institutions where necessary.

4. We recognise that sovereign states must have the capacity and freedom to
determine national goals and implement national policies and strategies. Equally, we
recognise that many national goals cannot be achieved without international collaboration and support.

5. Global crises require truly global and universal responses. The inadequacy of the
current responses calls into question whether incremental and ad hoc approaches to reform will create a new generation of international institutions fit for today’s world.

6. The institutions that were established in the mid-20th Century enjoyed strong political
agreement at the time on the ends to be achieved by them and the means of doing so,
underpinned by a commitment to multilateralism. That commitment is now at risk. The
majority of independent sovereign states today are politically subordinate and inadequately represented in these institutions. It is unacceptable, and indeed weakens these institutions, that the greater part of the world community of states participates and benefits less than fully in them.

7. Well designed international institutions have a fundamental role to support all
countries to meet their economic, political, humanitarian and security challenges. Through collective co-operation, embodied in international institutions, the global community will foster the conditions for a fully inclusive and equitable global society. The commitment of the world’s major powers to multilateralism and its underlying values remains central to any successful settlement on a new architecture of international institutions in this century.

8. As members of the Commonwealth, we recognise the strength of multilateral cooperation founded on consensus amongst countries with diverse backgrounds, interests and cultures. We believe that reform and construction of new international institutions should be built on the following guiding principles:
• Institutions must enjoy the legitimacy not only of their member states but also
of the wider international community in order to command confidence and
commitment.
• It is essential that all countries have equal voice and fair representation.
• A voice for all countries is only valuable if it is listened to and is reflected in
decision-making. It is essential that institutions are responsive, with the
interests of all members, especially the smallest and poorest, being taken into
account.
• The activities and governance of institutions must be flexible, responding to
new challenges, national priorities and the specific circumstances of member
states, and changing global realities.
• Institutions must have clear responsibilities and the conduct of their business
must be transparent and accountable to the entire membership and the wider
public.
• It is essential that they be effective and capable of addressing today’s global
challenges.

9. We are committed to reform that creates an effective multilateral system, and that
supports a more democratic global society with greater equity and fairness. The new
generation of international organisations should reflect a new cooperative spirit.

10. We welcome the reform processes and debates under way in many international
institutions. The United Nations has a unique role and legitimacy, and we acknowledge the reforms that are occurring to strengthen the coherence of the United Nations system and the efficacy of its development and humanitarian activities in particular. It is imperative that the UN’s “Delivering as One” initiative is further implemented with urgency. It is also vital that the UN continues to develop a global framework of rules and collective action in an inclusive and democratic way.

We intend to accelerate UN reforms and their effective implementation, as a
matter of urgency, through lobbying and advocacy in the UN itself as well as
other international fora.

11. We also acknowledge the discussions and welcome actions taken to date to reform
the International Monetary Fund. However, these and proposed reforms of other
international financial institutions including the World Bank, must now be addressed further with greater ambition. These institutions as well as their policies and instruments should be redefined so that they serve the needs of all members and the broader global community.

We intend to pursue the redefining of the purposes and governance of the
Bretton Woods institutions, including working towards a Commonwealth
consensus and wider international support for an international conference to
achieve these goals.

12. The effective management of the global environment is one of the most pressing
international priorities of our generation. The impacts of environmental degradation are most starkly felt in the smallest, poorest and most environmentally vulnerable countries. A new system of environmental governance must be fully integrated with development priorities and concerns, and be responsive to the needs of these countries. In addition, a financing mechanism needs to be developed that underpins the linkage between development and the environment, and notably supports investment in long term sources of energy and environmental efficiency.

13. A comprehensive system of international governance is essential, and collaboration
is necessary to meet current and projected environmental challenges. Commonwealth
leaders have already acknowledged that the Commonwealth is uniquely placed to play a
leading role in light of its diversity and unqualified support for work through the United
Nations Framework Convention on Climate Change. It is imperative that we collaborate now to build high levels of Commonwealth consensus on positions in the UNFCCC negotiations, in order to achieve early results and the strongest possible foundation on which to build the requisite global governance structure. Commonwealth positions should be built around our shared view that the outcomes of the UNFCCC negotiations should address all aspects of the environment including climate change, energy balance, and the impact on global human development within the context of sustainable development.

We intend to pursue the possibility of an international conference to achieve
improved global environmental governance, including the possibility of a new
international organisation or reform of existing arrangements, again working
on the basis of a Commonwealth consensus and wider international support.

14. The Commonwealth is committed to advancing a programme of reform of
international institutions. The existing crises in finance, food, and fuel demand no less. We acknowledge that high quality reform will not be achieved unless all those with a stake in future global governance have their voices heard. We are conscious that the conferences that we propose to pursue will require careful preparation and wide consultation to achieve the essential universal acceptability.

15. The Commonwealth will work closely with the institutions concerned. To that end, we
will work with the wider Commonwealth community, including at an extraordinary meeting of Commonwealth Heads of Government on 24 September 2008. We have given guidance to the Commonwealth Secretary-General to develop an Action Plan on Reform of International Institutions. We will use the full extent of Commonwealth networks, including our civil society and professional associations.

We intend, individually and collectively, to carry forward our reform agenda to
relevant international fora. We will seek to enlarge the breadth of international
commitment to our Commonwealth reform agenda, and call on others to join
us in this endeavour.

Sri Lanka government orders closure of state schools for two days

Sri Lankan Government Tuesday ordered the closure of all state schools in the island on June 11 and June 12 following the threat by the teacher trade unions that their members would go on strike on these days demanding a salary increase.

However the Education Ministry has cited reason for the closure as to safeguard students.

Meanwhile discussion held Tuesday evening between the government leaders and representatives of teacher trade unions regarding the increase of salary ended without a decision. They could not reach a consensus on the salary increase as both sides were adamant in their stand, sources said

Tamil civilians are fed up of LTTE terrorism

The Liberation Tigers of Tamil Eelam (LTTE), who is acting as a liberation organization, has murdered thousands of innocent civilians from all communities – Sinhalese, Tamils and Muslims in Sri Lanka. Prabhakaran the so called leader of the LTTE has shown a human bloodthirstiness. He always tries to act as the saver of the Tamil people. They violate human rights. The LTTE has established a rule of terror in Jaffna and other LTTE control areas. The fact is that LTTE much prefers killing innocent civilians to democracy and has no wish to create a good future to the Tamil people in whose name they commit so much murder.

The LTTE has attacked non-military targets including trains and buses, farming villages, temples and mosques, resulting in civilian deaths. LTTE is a ruthless terrorist led by its psychopathic leader. LTTE is carrying out all sorts of egregious crimes against civilians, child soldiering, ethnic cleansing, suicide blasts, etc. The LTTE has recruited and used child soldiers to fight against Sri Lankan government forces.

But unfortunately, the LTTE has now come in to a different Situation. Now the Tamil people who are living in LTTE control areas, hates the LTTE and their cruel activities in the area. The Tamil people now escape from the LTTE control areas and surrenders to the security forces. Continuing harassments unleashed by the LTTE cadres, insecurity and scarcity of basic needs made them to flee the clutches of LTTE, they claimed. Terrorists are clearly striving to disrupt the day to day lives and bring down the morale of the general public

The Tamil people now believe the Sri Lankan Government and its actions against terrorism and they have realized that the Sri Lankan Government is a democratize government. The Tamil people showed that they hate LTTE and its actions. The Tamil civilians put up posters today (9) in VAVUNIYA town. In the poster, heading it says “who is suffering from these brutal actions” and it continues, ‘because of the LTTE hurtles our children can’t continue their education and the terrorists disrupt the day to day lives of the people”.   

This is a good example that shows the Tamil people are now fed up of LTTE and its brutal terrorist’s activities. The civilians of the VAVUNIYA area have clearly shown that we are ready to come under the Sri Lankan government and spend a peaceful life without terrorists fear and tears. They have understood that their children can have a good education and a good future with the government.    

As long as they are allowed to act with impunity Sri Lanka will not be able to enjoy sustainable peace. Our war heroes who are in the battle field will defeat the cruel and bloodthirsty terrorism and bring peace to our beautiful mother land. The Sri Lankan government is always ready to give the fullest support to bring peace and make Sri Lanka a country without terrorism.

SLF capture an LTTE child soldier

Exposing yet another instance of exploitation of children by the LTTE, troops operating on the Mannar front captured a female child soldier as she was forcibly deployed by the LTTE to guard their Forward Defences in Alankulam which came under heavy attack from the Army last morning, June 9.

The female child soldier aged 17 years was captured as troops launched a massive assault on five LTTE positions in their defences in Alankulam, North of Giant Tank in the Mannar front.

The female child soldier had revealed that the LTTE had abducted her in 2006 in Kilinochchi while she was returning from a Kovil.

She had been given one and half months weapons training by the LTTE and deployed to defend the Forward Defence Lines along with other terror cadres.

According to her shocking revelation to the troops the LTTE cadres used to drop them on the Forward Defences after transporting them blindfolded and providing them with three meals, lunch, dinner and breakfast, for the following day.

The captured LTTE child soldier was handed over to the Police and later she will be directed to a child rehabilitation centre, sources further said.

Defense Ministry culpable of exposing journalists to reprisals- RSF

While noting that Reporters sans frontières (RSF) has added Sri Lanka’s Defense Secretary, Gotabhaya Rajapakse, to RSF’s list of “Predators of Press Freedom,” RSF in a press release issued Sunday, pointed to the ministry’s website “carrying virulent attacks on journalists critical of the government,” and condemned the “defense ministry campaign against independent media, especially journalists who cover military affairs.”

Reporters Without Borders condemns a defence ministry campaign against independent news media, especially journalists who cover military affairs. The ministry’s website is carrying virulent attacks on journalists critical of the government, accusing them of being in cahoots with the “terrorist enemy,” the Tamil Tiger rebels.

“While the civil war continues to claim innocent victims in both communities, defence secretary Gotabhaya Rajapaksa is lambasting journalists who do not toe the line of his propaganda,” the press freedom organisation said. “He is directly threatening the safety of journalists by accusing them of agreeing with the enemy. The government has turned Manicheism into a state doctrine in which those not with the army are deemed to be with the Tamil Tigers.”

Reporters Without Borders added: “We call on President Mahinda Rajapaksa to restore trust and serenity to the government’s relations with the press.”

Two long articles – headlined “Stop media treachery against armed forces members!” and “Deriding the war heroes for a living – the ugly face of defence analysts in Sri Lanka” – were recently posed on the ministry’s website, attacking news media that dare to contradict official press releases about the fighting in the north of the country.

By blaming journalists for the military’s failure to “eradicate the LTTE terrorists,” the articles directly expose them to the possibility of reprisals. “Media freedom in this country has been encroached upon by few sociopaths that can be found in almost all anti-Sri Lankan outfits,” the website says.

Many local news media, including Sirasa TV, the Daily Mirror and the Sunday Times, and the Free Media Movement (FMM), a local NGO that defends press freedom are explicitly accused of sowing discord within the armed forces in their articles and statements. “Whoever lures disgruntled members of the armed forces to act against the good order and the military discipline of the service is committing treachery against the nation,” the site says.

The defence ministry also accuses the press of putting out false information although the army itself has often tried to minimise its losses, for example, after one of the most violent clashes in recent years in the Jaffna peninsula last April.

Pressure on the independent media is mounting amid repeated incursions by the security forces into LTTE-controlled areas and deadly bombings in the Colombo region that are blamed on the Tamil Tigers.

Keith Noyahr, assistant editor and defence correspondent of the English-language weekly The Nation, was kidnapped and beaten on 22 May in an attack apparently linked to his reporting on the government’s counter-insurgency campaign. TV reporter Paranirupasingam Devakumar and a friend were murdered six days later in an area of the Jaffna peninsula that is under military control. No suspect has been arrested.

Iqbal Athas, a reporter who specialises in military affairs, stopped writing articles for the Sunday Times several weeks ago after being the target of a campaign of intimidation. According to the Free Media Movement, Sirimevan Kasthuriarachchi, a journalist who does defence reporting for the newspaper Divaina, was threatened with reprisals by thugs who forced their way into his home on 29 May.

Frederica Jansz, the publisher of the monthly Montage and a contributor to The Nation, was followed by suspicious-looking vehicles in Colombo a week ago and the body of a bird was found outside her home in what might have been another threatening message.

Press freedom activists have also been the target of intimidation. On 27 May, soldiers went to the Colombo headquarters of the Sri Lanka Press Institute, an organisation that is respected for its defence of media freedom, and asked for the names of its employees.

The defence secretary was added to the Reporters Without Borders list of “Predators of Press Freedom” on 3 May.

Amnesty vigil for killed journalists during Rajapakse’s visit

Amnesty International, UK, is organizing a vigil for “Sri Lankan journalists killed and under threat,” at the Marlborough House, Commonwealth Secretariat, London from 1:00 p.m. to 2:00 p.m. 9th Monday, the organizations UK co-ordinator Sarah Oliver said. Sri Lanka’s President Mahinda Rajapakse will be in UK to attend the Commonwealth Heads of Government meeting scheduled for 9th and 10th June.

On Tuesday several NGOs are also organizing a mass demonstration between 12:00 Noon till 3:00 p.m. at the same location, Commonwealth Secretariat, Marlborough House, Pall Mall, London.

Tamil organizations are joining “other civil society organisations in calling everyone concerned with human rights and Peace in Sri Lanka to unite and show support to the human rights defenders and to register concern and protest against State Oppression and unjust war in Sri Lanka,” a leaflet issued by the Tamil Information Center in UK said Saturday.

Don’t visit Colombo, Ganesan tells NorthEast Tamils

Accusing both the Government of Sri Lanka and the Liberation Tigers for action irrationally, Mano Ganesan, leader of Western People’s Front (WPF) and the Convener of Civil Monitoring Commission (CMC) said in a media release Saturday, “[n]either the government nor the LTTE have any control over blasts going on in the respective territories under their own control,” and appealed to the Tamil civilians travelling from NorthEast to stay away from Colombo and the South as both areas are “unsafe and insecure for Tamil civilians.”

“Capital Colombo and south in general are unsafe and insecure for Tamil civilians traveling from north and eastern provinces. The recent bomb blasts have triggered hate and doubts on all those Tamils coming to Colombo from northeast.

“The state media is orchestrating this hate campaign on an hourly basis. Rational behavior cannot be assured within the security establishment authorized to maintain law and order.

“We are not in a position to assure safety to Tamils coming to Colombo from north and east. Therefore I call upon the Tamils to refrain from coming to Colombo until further notice. Nobody other than me, the Colombo district’s elected Tamil parliamentarian has more legitimacy to make this announcement said Mano Ganesan in a statement.

“Member of Parliament for Colombo district Ganesan who is the Leader of Western Peoples Front and Convener of Civil Monitoring Commission said further in his statement, Numbers of persons have been reported arrested and gone missing immediately after the bomb blasts. We have come to a situation where it is difficult to differentiate between the acts of Abductions and Arrests.

“The family members of the victims are pleading for relief at our offices and crowding at police stations. The plights of the elderly parents are awful. On the other hand the expressions of grief of the family members of the bus bomb victims in Moratuwa and Kandy are heart breaking. The cries of the civilians are haunting me. All these people are suffering due to the sins of power hungry politicians of both sides. These are chain actions to the bombings in Colombo and in Wanni. We have absolutely no controls over these activities.

“Neither the government nor the LTTE have any control over blasts going on in the respective territories under their own control. So is the inactive parliamentary opposition. All civil society voices have drawn in the war drum beats. There are only empty rhetoric statements but the sufferings of the people are ascending from bad to worse.

“Both the government and the LTTE are at war. The illogic and irrational pundits in the government and LTTE have stopped listening to the international community. Their actions have triggered acts of revenge over the innocent civilians of both sides.

“We go to their assistance when people are at trouble. We make noises and take up the issue when civilians go missing due to extra judicial activities of the state. We are running campaigns on sharing political power as solutions for the national question. We are doing this in the name of peace in this country. We are committed to the just cause. We are risking our own personal lives yet we do not want to go down in the history as cowards. We are not running with the hares and hunting with the hounds. We face the pressure and the burden hence we have to inform the reality. Our limits have extended to the limits now. We are unable to cope up with the situation.

“I therefore call upon the Tamil people of the north and east to refrain from coming to Colombo until further notice. This is the only way available for me to support the maintenance of some order in Colombo.”

MAMMOTH CROWD AT FIRST-EVER MAY DAY RALLY IN EAST:

The Eastern populace is poised to hand over a resounding victory to the Government at the May 10 Provincial Council Election to continue the momentum of the Eastern Resurgence programme, President Mahinda Rajapaksa declared yesterday.

President Rajapaksa was addressing the historic May Day rally held here, symbolising the new dawn in the East after more than two decades of LTTE tyranny. The first ever May Day celebration in the East by a major political party since independence was attended by a massive crowd.

“We know the Easterners are a grateful people. They will show that on May 10. They will never let Prabhakaran take back the East. A vote for the Government is a vote for peace and development. A vote for the Opposition will be an endorsement of Prabhakaran. We need your support to take the development process forward,” he told the massive gathering.

This year’s May Day celebrations in the East should be dedicated to the heroic Forces who spearheaded the humanitarian mission to liberate the people who were living under LTTE clutches for more than two decades, the President said.

He said a Government victory in the East would further encourage soldiers to liberate the Northern masses as well.

While predicting that the East would become the fastest developing province in Sri Lanka in the near future, the President said that now it was the turn of the working class to spearhead the development drive and added that the Government would take all steps necessary to back the Eastern Resurgence.

Since liberating the Province the Government took all steps to ensure security and spur development and with the impending PC elections on May 10 the democratic process would be further strengthened, the President said, adding that the Easterners would show their appreciation by voting UPFA to power to continue the momentum forward.

He also emphasised that the Muslim community in the East should realise that it was the present Government which liberated them from the clutches of the LTTE and paved the way for all to live without fear in the Eastern theatre.

“Some have pacts with Prabhakaran to betray the East. We will never allow that. The Eastern people will never allow that.”

While emphasising that the present Government would never allow the LTTE to claw back in the East the President said that the people should realise that a vote for some parties which were engaged in various antics to dupe the masses would be a vote to drag the East back into the dark era.

“The Security Forces are advancing step by step in the Northern theatre too. Soon the people of the North too would be liberated.”

While appealing to all to support this endeavour the President emphasised that unity among all communities was the key to sustain the country’s march forward.

During the Government’s short span in office it has done much to spur development in all spheres and the working class of this country was the backbone of this success, he remarked.

“All measures will be taken to provide necessary facilities to them. This Government has taken steps to empower the working class making them the flag bearers of the country’s forward march.”

Minister Nimal Siripala De Silva said the SLFP was a party which had its roots in the working class and the present leader, President Rajapaksa was a person who always stood behind them with unwavering commitment.

He added that SLFP-led alliances had always taken viable measures to protect and enhance workers’ rights. The UNP had done otherwise trying to suppress the working class.

He also predicted that the next May Day celebration could be held in the North. Minister Maithripala Sirisena urged the people to sustain the Eastern revolution by voting UPFA to power on May 10, predicting a bright future for the Eastern polity under one banner.

Also on the occasion the PA mooted four proposals concerning peace and unity, commending gallant Security Forces on their humanitarian mission, world labour unity and proposals regarding development.

A special Peoples’ Memorandum was presented to President Rajapaksa showing their appreciation towards his contribution to defeating terrorism, Eastern resurgence and the country’s success in recent times.

Two UNP Pradeshiya Sabha members from the Uhana Pradeshiya Sabha pledged support for the Government, backing the UPFA campaign in the East.

The event held under tight security was also attended by a large gathering of Ministers and other political leaders who are stakeholders of the PA in addition to a large number of UPFA candidates at the forthcoming PC polls.

The PA celebration of the world Labour Day was held with the participation of all its constituent parties in addition to other groups which support the Government.
